Preparing Participants for Allocating Resources Equitably (PrePARE) is an interactive tutorial which teaches participants about how health care funding recommendations are made for drugs and other health technologies. This tutorial helps support public discussion and expert deliberations on how health care funding recommendations are made to publicly fund drugs, programs, and treatments in Canada.

PrePARE was created by the Partnership in collaboration with the Canadian Centre for Applied Research in Cancer Control, and the Priorities in Cancer Care Network of the Canadian Institutes of Health Research

You should consider completing the PrePARE tutorial if you would like to know more about:

  1. How health care funding decisions are made.
  2. What information is used to make health care funding decisions.
  3. Why all treatments are not available in all provinces.

You would also benefit from completing the tutorial if you have been asked to participate in a health care funding recommendation process such as the pan-Canadian Oncology Drug Review process.

What does the PrePARE tutorial offer?

The tutorial will guide you through the various factors to be considered when developing recommendations for health care funding. This includes health care research, economic evaluation, values, patients’ perspectives and accountability. The tutorial takes approximately 3 hours to complete, although you can skip sections according to your interests. There are also several opportunities to apply newly gained insights to realistic scenarios. After reviewing the material, you can complete a quiz and receive a certificate of achievement to acknowledge your accomplishment.

How to get started

    • Step 1: Register
      You will first need to register with (If you are already registered you can skip this step.) When you register you will be asked for your email address, name and password. After completing registration you will be sent your username and a link to login. Click here if you would like to register.


    • Step 2: Login
      Login with your username and password. You will be directed to the PrePARE tutorial. If you have already registered, login.


  • Step 3: Enroll
    The first time you arrive at the PrePARE tutorial you will be required to enroll. Click the “enroll” button, after which you will be able to start the tutorial immediately.
